All children have the right to develop to their full potential and preschool education is an essential service to achieve this. At macro-level, the economic benefits of preschool education are substantial.
However, only three out of five children have access to preschool education globally, and merely one in five in low-income countries. Moreover, the expansion of preschool began to slow down nearly a decade ago.
The Education for Development Workgroup has organized this hybrid event in order to discuss innovative approaches to restart the expansion of preschool education. What are feasible and affordable policy options? Can a universal right to preschool be helpful, and how should it be elaborated? A concrete proposal that will be discussed is the Preschool Entitlement, which entails the universal right to three hours of quality preschool per day, throughout the year. This core-program would be provided with a high degree of flexibility, so that actors at community level can expand it to full-day childcare arrangements, spurring local socio-economic development.
