Thomas (Huan-Cheng) Liu is an international development and sustainability professional and the Africa Climate & Environment Lead at Accenture Development Partnerships with strategy, implementation, convening, and business development experience around climate, digital development, energy, financial inclusion, livelihoods and education, and SDGs impact reporting. 

Given his extensive work around launching, scaling, and transforming innovation competitions, venture launchers, accelerators, and startups, in addition to supporting INGOs and international institutions, he is particularly passionate about cross-sector partnerships, venture building, and strengthening the innovation ecosystem within the development and sustainability sectors.

Thomas has also worked for the executive and legislative branches of the US federal government, the private sector, and membership organizations, mentored emerging climate tech startups, and served on nonprofit, university, and local government boards, where he developed skills in communications, events, fundraising, governance, grantmaking, project management, research, strategic planning, and talent.

Thomas is a graduate of William & Mary with a degree in Government and Business Analytics. He is fluent in English, Mandarin Chinese, and Taiwanese/Hokkien and has lived, studied, and worked in Africa, Asia, Europe, and North America.
