Richard is the lead of a Practice Area providing stabilization development implementation in conflict and post-conflict areas for various donor agencies. His current portfolio includes support to the U.S. government, and the governments of the United Kingdom, Netherlands, Germany, Denmark, and Canada for operations supporting the opposition in Syria. Richard is the Corporate Monitor for five major programs supporting various groups and aspects of the Syrian opposition since August, 2012. Richard is the Business Development lead for expanding Creative’s business in stabilization work world-wide, across all donors. He currently manages Creative offices in four countries, with over 125 employees. He also led a small team which published a Discussion Paper, circulated within the US State Department, USAID, and DoD, named “Strategic Blindness: Women in Community Security” which speaks to the difficulties of incorporating more women into community security roles of leadership. It outlines ideas for improving implementation of these goals, through various avenues, and suggest areas for identification of such goals in donor statements of work and contracts. Ideas from the paper are being used in Creative’s work in Syria with some success. Prior to joining Creative Associates, Richard spent six years as a Principal for Booz Allen Hamilton, leading a portfolio of work supporting the U.S. Department of Defense and the State Department in Europe, including supporting the establishment of US Africa Command. He joined Booz Allen after retiring from the U.S. Navy as a Rear Admiral, completing a 31 year career which culminated in Flag Officer positions as the Deputy Plans, Programs and Policy (J-5) for the U.S. European Command; and then as the Commandant, National War College, National Defense University. Richard had 10 deployments during his career supporting U.S. and NATO operations in the Central/Eastern European and Middle East theaters of operation. Richard has a Master of Science degree in National Resource Strategy, from the Industrial College of the Armed Forces; and a Bachelor of Science degree in Mathematics, from the Illinois Institute of Technology.
