Paula Feeney provides leadership in expanding our market position by ensuring that Cardno attracts and promotes the most competitive personnel.  She focuses on strengthening our relationship with clients, and developing relationships with new and potential partners and consultants. Ms. Feeney serves as our U.S. small business coordinator. She maximizes the effective use of Cardno's corporate memberships.  Before joining Cardno Emerging Markets USA, Ltd.'s predecessor firm in 2004, she  served 27 years in the U.S. Foreign Service in the U.S. Agency for International Development (USAID), including eight years in the Senior Foreign Service. Ms. Feeney's long term overseas postings included Georgia (regional office for the Caucasus);   Kazakhstan (regional office for Central Asia); the U.S. Mission in Geneva; Barbados (regional office for the Caribbean); and Nicaragua. In Washington from 1998 – 2003, she directed the Office of European Country Affairs focused on 21 countries and served as Acting Deputy Assistant Administrator for Europe in the Europe and Eurasia Bureau for 18 months. Ms. Feeney has designed and/or implemented USAID programs in economic growth, health, governance, energy, environment, disaster response, and post-war reconstruction.

Ms. Feeney has a Master of Public Health degree and ABD for the Doctor of Public Health (DrPH) at Johns Hopkins University. Her BS degree is from Georgetown University. She has worked in the Americas, the Middle East, Africa, Asia and Europe and Eurasia. She speaks Spanish.
