Paul Koch, Ph.D., P.E., has been engaged as a water resources engineer and consultant in the Washington, D.C. area for over 20 years. After completing post-doctoral research at NOAA, he worked for several years in the private sector, first undertaking and then supervising GIS-based hydrologic and hydraulic modeling for updating floodplain maps. Given an opportunity to pursue his policy interests, he subsequently played a key role in developing the first-ever Army Water Security Strategy. From 2013 to 2015, Dr. Koch was a Franklin Fellow at the Department of State, serving in the Office of Global Food Security and the Office of Science and Technology Cooperation. In 2016, under the auspices of the U.S. Farmer-to-Farmer Program, Dr. Koch went to Nigeria to help a community of smallholder farmers identify potential solutions to their worsening water supply situation. Since 2017 he has been retained in an on-call capacity by a previous employer, providing support for business development in water resources management. Motivated early on by a passion for environmental stewardship, Dr. Koch received his BS in Civil Engineering from George Washington University, obtained an MS in Technology and Policy from M.I.T. and was awarded his PhD in Agricultural Engineering from the University of Nebraska.
