Elan Cusiac-Barr is Global Director of CPCS’ Infrastructure Finance, Transactions and PPP practice and is based on Montreal. He works with a global team of transaction and financial advisory practitioners supporting both the public and private sectors, providing expert guidance on complex matters ranging from strategy formulation through transaction implementation of infrastructure projects around the globe. Elan has over 25 years of experience in infrastructure deal structuring and procurements, PPPs and project finance transactions, and enabling environment design for infrastructure development and private investment. His experience includes leading a broad range of infrastructure transactions across Africa, the Middle East, Asia, UK, and Canada, from a water PPP transaction in Angola to a container terminal deal in Canada. 

Before joining CPCS he worked for PwC’s Capital Projects and Infrastructure team in Montreal advising public and private clients in Canada on large-scale infrastructure projects. He also worked with IFC, part of the World Bank Group, managing IFC’s infrastructure advisory business in West and Central Africa. Prior to working for IFC Elan worked for KPMG’s Global Infrastructure Projects Group out of London providing strategic, financial and commercial advice to public and private sector clients on large infrastructure transactions in developed and emerging markets. Elan started his career with CPCS advising public Clients in Africa and Asia on the development of their infrastructure programmes and supporting infrastructure transactions largely through PPP procurements financed through DFI funding. Elan holds an International MBA from the University of Ottawa and is fluent in English and French.
