Matthew Frey has over 25 years of global health technical and leadership experience in Asia, Africa, and the Caribbean. He studied public health and development studies at Columbia University.
Matthew lived and worked in Nepal, Haiti and Vietnam for nearly 20 years, much of that time with Save the Children as a Program Advisor and Country Representative——directing and supervising all aspects of program development, strategic and operational planning, government representation, and management and administration. Additionally, he designed and oversaw innovative programs in maternal and child health, nutrition, early childhood development (ECD), HIV, micro-finance and disaster preparedness. Matthew has also been a consultant on child-focused programs with FHI, the Asian Development Bank, the World Bank, Population Services International, and UNICEF, among others.
In 2010, Matthew joined and worked successfully to expand global markets for micronutrient fortified rice. Matthew also assumed the leadership of PATH’s early childhood development (ECD) program and expanded it from a small pilot into a multi-donor, global initiative to integrate ECD services and policies for the youngest child into health, HIV and nutrition platforms. Matthew recently served on the global management group that designed and developed the Nurturing Care Framework launched at the World Health Assembly in May 2018. Matthew played an important role in bringing country level health sector experiences to the global stage to influence and shape the Framework. Matthew has spearheaded the creation of a nurturing care regional partnership with WHO and UNICEF to support country contextualization and roll out of the Nurturing Care Framework. Concurrently, he has led successful efforts to raise the profile of health sector ECD integration with a range of donors to promote investment in integrated ECD.
