Louise Williams has nearly 25 years’ experience, first as a lawyer specializing in labor and employment law and, since 1997, as an international development professional. She is widely practiced in analyzing, implementing, and evaluating initiatives that support access to economic opportunity, food security, women’s economic empowerment, and the rule of law. Her recent work at Nathan Associates has delved deeply into changing perceptions, opportunities, and results with respect to inclusive economic investment generally and women’s economic empowerment in particular. In 2014, she led the research and development of APEC’s Women and the Economy Dashboard, and in 2015, she is similarly engaged in the development of the APEC Women and Entrepreneurship initiative (WE-APEC) and APEC’s Women in Transportation data framework. Ms. Williams has special expertise in commercial law and regulatory reform; women’s economic participation; labor, employment, and workforce development; agricultural enterprise and food security; and aid effectiveness. She has served as a moderator, panelist, and featured speaker at a number of international conferences and events related to economic growth, trade, and women’s economic empowerment.
