Joseph Lowther is President of Cardno Emerging Markets USA, Ltd. Joe is a leader with more than 25 years in managing complex economic growth activities and 11 years as a commercial lawyer. He has extensive experience throughout Europe, Africa and Asia in numerous management and technical roles, providing assistance in economic governance and policy, multilateral relations, competitiveness, and public-private partnerships. He also brings thorough knowledge of the functions of USAID, DFID, Sida, the World Bank and the OECD. Joe is an expert in developing and implementing strategies to improve governance and catalyze economic growth in developing and transition economies. Joe was pivotal in guiding Cardno’s overall focus on economic growth programming. He served as Chief of Party on multiple projects since 2001, including on USAID/Serbia’s Business Enabling Project (BEP). BEP successfully navigated Serbia’s complex political economic environment and transformed its business environment through major reforms with far-reaching impact. These included major reforms to construction permitting legislation which led to a significantly increased share of construction in GDP and substantial progress in Serbia’s official Ease of Doing Business ranking. Joe received his MBA and Juris Doctor (JD) degrees from Whittier College and a Bachelor of Science in Business Administration from the University of Southern California.
