Joining Nathan Associates as manager of the ADVANCE program in 2011, Jack Andre is an economist, policy analyst, and manager with extensive experience in ASEAN and with the ADVANCE program. From 2002 to 2010, as the Coordinator for ASEAN Affairs for the U.S. State Department, he advised and helped manage the ADVANCE program as well as other programs involving ASEAN.
 
As a Foreign Service Officer with the State Department from 1976 to 1998, Mr. Andre worked in Latin America, the Bureau of Economic and Business Affairs, the U.S. Embassy in Manila, and the Office of Philippine Affairs.
 
As deputy director of the Office of Economic Policy in the East Asian and Pacific Affairs bureau (1990 to 1993), and then director (1996 to 1998), he organized APEC meetings, including the first APEC summit hosted by the president in Seattle in 1993 for 14 heads of state and multinational business leaders. From 1993 to 1996, he was deputy economic counselor focusing on international financial issues at the U.S. embassy in Bangkok.
 
During his time with the State Department, Mr. Andre managed officers working on regional issues and coordinated the participation of U.S. government agencies in Asia-Pacific regional events and programs. He has also represented the United States in APEC and ASEAN meetings and has spoken before business, civic, and academic groups on regional economic issues.
