USAID is seeking early input from the SID-US international development community, as it develops evidence to inform an update and merging of the 2021 Economic Growth Policy and the 2016 Trade Capacity Building Policy, in alignment with the USAID Policy Framework. This event is being organized during the Evidence Gathering Phase—earlier in the policy development process than usual, so please note that USAID will, as is its standard practice, issue an official draft policy for formal comment later this summer when everyone will have another opportunity to provide feedback.
Purpose of the policy upgrade: Since the 2021 Economic Growth Policy was issued, the global context has changed and become more complex, with compounding risks that imperil development progress, undermine democracy, and threaten stability. The updated Policy will enable the Agency to better leverage resources to promote sustainable, inclusive, and digital growth through partnerships, collective action, private sector engagement, evidence, and locally led development. The updated Policy will align Agency efforts associated with economic growth and job creation, economic resilience, and trade with key elements of the USAID Policy Framework, including investing in USAID’s enduring effectiveness, addressing pervasive barriers to inclusive growth and equitable opportunity, and addressing the climate crisis.
