Anne Smiley, EdD, serves as Associate Director of Research and Evaluation with FHI 360’s Global Education, Employment and Engagement business unit. In this role, Dr. Smiley leads a team of monitoring, evaluation and research specialists that support a broad portfolio of development programs around the world. Dr. Smiley also serves as a technical lead for education in crisis and conflict contexts and has been in leadership roles with the Inter-Agency Network for Education in Emergencies (INEE) Standards and Practice Working Group for the past three years. Dr. Smiley has extensive experience designing, implementing, monitoring, and evaluating international education projects funded by a range of donors including USAID, DFID, UNICEF, UNHCR, and NSF. She specializes in the utilization of programming data through participatory data collection processes, including action research, formative evaluation, and monitoring fidelity of implementation of education programs. Dr. Smiley’s technical specializations also include refugee education, conflict-sensitive education, and education for orphans and vulnerable children. Dr. Smiley received her EdD from Teachers College, Columbia University in 2011.
