Sheryl Stumbras, a career member of the Senior Foreign Service, serves as the Senior Deputy Assistant Administrator (SDAA) for the Inclusive Growth, Partnerships, and Innovation (IPI) Bureau. Prior to joining IPI, she served as USAID’s Senior Development Advisor at the Department of State’s Leadership and Management School within the Foreign Service Institute. Sheryl served in Southern and East Africa between 2000 - 2022 as the USAID/Zambia Mission Director, USAID/Mozambique Deputy Mission Director and the USAID/Zimbabwe and USAID/Kenya Democracy, Human Rights, and Governance Office Director.

Before joining USAID, Ms. Stumbras worked as a senior advisor providing international development consulting services in more than 20 countries. She led assessments, designed strategies, conducted evaluations, and created monitoring, learning and evaluation systems across portfolios in population, health, and nutrition; economic growth; natural resource management; and democracy, human rights, and governance. Her commitment to international development began as a U.S. Peace Corps Volunteer in Botswana.

A native of Wisconsin, Ms. Stumbras received a Bachelor of Business Degree in Finance and Investment Banking from the University of Wisconsin at Madison and a Juris Doctor in Law from William Mitchell College of Law.
