Dr. Mehr Manzoor is a gender and diversity, equity, and inclusion specialist with over 10 years of experience working in global health. Her research explores gender inequality regimes within global health organizations, pushing organizational leaders to move beyond good intentions to leading action.  She is the founder and CEO of BeyondParity, an organization dedicated to rethinking gender equality beyond representation and co-designing a gender-transformative leadership program for emerging women leaders. As a learning and development specialist, she facilitates Respectful, Inclusive, and Safe Environment (RISE) training for USAID staff worldwide.

Dr. Manzoor is the lead author of the technical report “Delivered by Women, Led by Men: A Gender and Equity Analysis in the Global Health and Social Care Workforce,” published by the World Health Organization in 2019, and co-editor of the book “Women in Global Health Leadership: Power & Transformation,” published by Springer in 2022.

Dr. Manzoor is a Presidential Management Fellow (PMF) Finalist for 2024 and has been selected as an incoming WomenLift Health North America Leadership Journey Fellow for 2025. She received the Center of Ethics and Public Affairs Graduate Fellowship Award from the Murphy Institute for 2022-2023 for her dissertation research titled “Gender Inequality Regimes of Global Health Organizations,” which also earned the Delta Omega Society’s Best Dissertation Award at Tulane University. In 2018, she was chosen as an Emerging Voice for Global Health (EV4GH) program fellow and has received several Changemaker Catalyst Awards from the Taylor Center at Tulane University for her work on women’s leadership in global health.

Dr. Manzoor holds an undergraduate degree in Computer Science from the National University of Computer and Emerging Sciences in Lahore, Pakistan, an MBA from Lahore University of Management Sciences, Pakistan, and a PhD in Health Policy and Management from Tulane University, for which she was awarded a Fulbright scholarship.
